Almost always because it is a PNG of a photo-heavy design, or it was exported at maximum quality. Converting to JPG or compressing once usually brings it to a few hundred kilobytes.
Not if you compress once from a good source. Blur comes from repeated re-compression or from a low-resolution original. This tool keeps the resolution and uses the highest quality that fits under 2MB.
It produces a file that meets YouTube's published requirements — 16:9, at least 640 pixels wide, under 2MB. YouTube can still reject uploads for policy reasons, which no resizing tool controls.
