This tool targets that exact limit: it re-encodes at progressively lower quality until the file is at or below 2MB, and only reduces resolution if you allow it. Usually not noticeably. Kreviax uses the highest quality that still fits under 2MB. Blur happens when you compress an already-compressed file repeatedly or lower the resolution too far — this tool avoids both by default.
The tool tells you honestly and gives you the smallest version it could make. You can then enable resolution reduction, which almost always gets there, or start from a smaller source.
Not unless you allow it. By default only the quality is reduced, so a 4000 x 3000 image stays 4000 x 3000. Turning on resolution reduction lets Kreviax scale it down as a last resort.
This tool targets 2MB because it is the most common upload cap. For a different target, use the general Image Compressor and watch the result size, or the YouTube thumbnail tool which also targets 2MB.
